ILORIN, KWARA– The Kwara State Federal government has revealed an absolute restriction on the organisation or hosting of graduation, valedictory, or any comparable end-of-session ceremonies throughout all public and independent schools in the state.
The emergency regulatory mandate was included in a main letter signed by Mrs Bunmi Osanupin, a Director in the Ministry of Education and Human Being Capital Development, on behalf of the Commissioner, Dr Lawal Olohungbebe.
The enforcement letter was made available to reporters on Friday, June 19, 2026, in the state capital, Ilorin.
Security Obstacles and Public Security Force Restriction
According to the official communication, which was formally resolved to the Chairman of the State Universal Basic Education Board (SUBEB), Teacher Shehu Raheem Adaramaja, the extreme choice was necessitated by prevailing local security difficulties.
The Ministry has stressed that banning mass gatherings of trainees, parents, and external visitors at school properties is essential to maintaining functional order, tracking security, and protecting institutional decorum across the state’s instructional landscape.

The regulation clearly targets all pre-primary, main, junior secondary, and senior secondary institutions.
Under the new standards, all school owners, principals, headteachers, and standard administrators are mandated to cancel existing end-of-term party strategies with instant impact.
Serious Regulative Sanctions for Lawbreakers
The Kwara State Ministry of Education alerted that specialised compliance teams will be released to monitor schools as the 2025/2026 third-term academic session draws to a close.
The federal government noted that any private school caught bypassing the security restriction through underground or off-campus alternative venues will face instant closure and have its operating license completely withdrawed.
Likewise, heads of public organizations found violating the security order will deal with summary dismissal from the state civil service for gross insubordination.
