The United Nations General Assembly has approved the debt consolidation of two of the organisation’s learning and training organizations as part of efforts to improve capacity development, innovation and institutional effectiveness across the UN system.
The 193-member Assembly adopted a resolution on Thursday authorizing the integration of the United Nations System Personnel College into the United Nations Institute for Training and Research.
The resolution, which received the assistance of Nigeria and other member states, also offers the establishment of a new body, the United Nations Institute for Capability and Knowing Development, from January 2027.
The reform belongs to the broader UN80 Initiative, which seeks to make the United Nations more effective, coordinated and efficient in responding to emerging global difficulties.
Under the new arrangement, the proficiency of UNITAR in supporting governments, diplomats and public institutions with training and capacity development will be combined with UNSSC’s experience in management development, discovering and knowledge management for UN worker.
The United Nations stated the combination would produce a more integrated platform for finding out and ability advancement while minimizing duplication in the delivery of training and associated services.

Speaking to reporters at the UN Head office, the organisation’s spokesperson, Stéphane Dujarric, said Secretary-General António Guterres welcomed the General Assembly’s decision.
Dujarric stated the move acknowledged continuous knowing, ability development and innovation as necessary to the UN’s capability to carry out reforms and provide efficiently for member states.
He added that the Secretary-General had motivated member states, UN companies, advancement partners and other stakeholders to take part in shaping the direction of the brand-new institution.
The shift to the new structure will be performed in phases till the end of 2026, with UNITAR and UNSSC continuing their existing operations during the shift period.
The brand-new institute will be based in Geneva. Meanwhile, Turin will maintain its role as a UN knowing campus and leadership advancement centre.
